Since installing Option Pack 4 for Windows NT to get IIS running Classic ASP, we have all felt the lack of ease from Microsoft to actually create websites on a developer box. There has always been an expressed need to not need a custom configured machine to install Visual Studio and create web sites right away. It looks like someone (probably search engine bots) were a little more excited with these servers than they were with the last and made over 10,000 requests in a minute, causing IIS to shut down.
